Binyam Mohamed could be released as early as Monday
A US military report on conditions at the US prison facility in Guantanamo Bay in Cuba says the prison complies with the requirements of the Geneva conventions, according to US media.
However, the Pentagon report says detainees should be allowed to speak to one another and be able to engage in group activities, the New York Times said on Friday.
Barack Obama, the US president, has pledged to close Guantanamo Bay within a year.
About 240 prisoners remain in Guantanamo and their detention and legal status has caused controversy with human rights groups.
The move comes as the US department of justice filed a motion with a federal judge asserting that prisoners in US-run prisons in Afghanistan cannot challenge their detention in US courts.
The government said in its filing it would retain its “previously articulated position” on detainees in Bagram air base in Afghanistan, where hundreds of detainees from the US “war on terror” are being held.
